CIA analyst S A Adams, who testified about mil deceit at Pentagon papers trial, says on Apr 7 that he has apparently been discharged, int; CIA denies it; says that on Mar 19 he was told by superior that he had been declared 'excess' in his job and would be formally notified of his dismissal 'in a couple of days'; says he has not yet recd any such notification; CIA is now in midst of 10% staff cutback that was recently authorized by Dir Schlesinger

excepts from speech delivered Apr 1 by Sen E S Muskie at Frostburg State Coll concerning introduction of legis proposal (S. 1400) in Cong as revision of Fed Criminal Code; Muskie holds that 5 sections of that bill, taken together, would establish in peacetime a system of Govt censorship that democracy could hardly tolerate in time of war; holds that proposed 'official secrets act,' which would punish Govt officials who disclosed almost any kind of defense and foreign policy information and would punish newsmen who recd information, would perpetuate widespread abuses of secrecy that have already been committed; cautions against blanket prohibition against disclosure of classified information on ground that it would enforce public ignorance by making criminals out of honest men and women who put public interest above bureaucratic secrecy
