James F. Comstock, a homespun humorist who published the weekly West Virginia Hillbilly and compiled a definitive 51-volume encyclopedia of West Virginia history, died on Wednesday at St. Mary's Hospital in Huntington, W.Va. He was 85. Mr. Comstock lived in Richwood, 100 miles east of Charleston, W.Va.

Editors of Algeria's 16 independent newspapers refused to publish their papers today to protest the state monopoly on printing presses. The independent newspapers' editors said in an open letter to President Liamine Zeroual on Thursday that high prices and Government controls on printing presses could put them out of business.

Prime Minister Mesut Yilmaz of Turkey said today that his weak conservative Government would remain in power for now despite losing the support of his coalition partner. "We will continue to be the Government" until a new governing formula becomes clear, Anatolian news agency quoted Mr. Yilmaz as saying.

An American Congressman arrived in North Korea today to try to persuade officials to accept proposed four-nation peace talks. Representative Bill Richardson, Democrat of New Mexico, accompanied by State and Defense Department officials, arrived in the North Korean capital, Pyongyang, the official Korean Central News Agency said.

The royal palace said in a statement today that King Norodom Sihanouk has been hospitalized in Beijing after suffering a stroke caused by a cerebral hemorrhage, further complicating the uncertain political outlook in Cambodia. The 73-year-old King, who has had several health problems in recent years, was admitted to a hospital in the Chinese capital on Friday after suffering partial paralysis, the palace said in a statement.
