In its first decision related to the Internet, the journalists' committee that oversees media operations in Congress voted today to provide credentials to reporters for qualified electronic publications. In a 5-to-0 vote, the Standing Committee of Correspondents said it had recognized "the emergence of electronic publications as a legitimate extension of the print tradition."

The crisis over British beef is turning out to be more than a body blow to an industry worth $6.5 billion. And it's more than a humiliating comedown for Britain's staple foodstuff, celebrated in the novels of Henry Fielding, that symbolized the country's power and supremacy beginning in the 18th century. On a more mundane level, it is turning into a full-fledged political debacle for the Conservative Government of Prime Minister John Major. The Government's handling of the crisis that erupted with the disclosure that there may be a link between mad-cow disease and a fatal human brain disorder has enraged and confused everyone from farmers to consumers and from businessmen to parents, not to mention other governments in the European Union.

The shares of Sync Research Inc. rose almost 29 percent yesterday after the company announced a deal under which the International Business Machines Corporation will market computer networking products made by Sync under the I.B.M. logo. Earlier in the day Sync, which is based in Irvine, Calif., said that it expected to report a loss for the first quarter. According to a survey of analysts by First Call Inc., the company had been expected to earn 4 cents a share in the quarter. The news of the expected loss briefly sent Sync's stock down to $12.25, a 52-week low. But by the end of the day, the stock had risen $3.75 to close at $16.75 a share in Nasdaq trading.

The Northrop Grumman Corporation said yesterday that it would dismiss 2,100 people from its military aircraft division in Southern California by the end of the year. Northrop Grumman, the military contractor, employs about 12,500 people in the region. It said declining work on its two major aircraft programs, the B-2 Stealth bomber and the F/A-18 attack fighter, made the cuts necessary. The planned reductions also arise from cost cuts on the version of the F/A-18 that is now in production. Northrop Grumman, which is based in Los Angeles, said that most of the cuts would be made by July 1.

Automatic Data Processing Inc. has agreed to pay a $2.97 million civil penalty to settle Federal charges stemming from its acquisition of Auto Info Inc. in April 1995, the Government said yesterday. The Federal Trade Commission had contended that Automatic Data Processing failed to tell the commission that the acquisition might create an effective monopoly for information services to the automobile salvage industry. The F.T.C. said Automatic Data Processing, which is based in Roseland, N.J., had access to studies showing that the acquisition could hurt competition for salvage-yard computer systems, but failed to include them in the pre-merger review filing required by Federal law. The stock of Automatic Data Processing, which provides a variety of data services, fell 62.5 cents yesterday, to $39.125 on the New York Stock Exchange.

Officials of CompUSA Inc., which operates a chain of computer stores, said yesterday that they saw no evidence of a slowdown in sales of personal computers, despite recent speculation that one might occur this year. The company, which is based in Dallas, said its sales for the fiscal third quarter, which ended on Saturday, had jumped 29 percent, to $1 billion, from $776 million in the corresponding period a year earlier. CompUSA's directors also approved a 2-for-1 split of the common stock, which gained $3.125 to close at $53 on the New York Stock Exchange. The retailer said the split, in the form of a 100 percent common stock dividend, would be mailed April 22 to stockholders of record on April 8.

The Thiokol Corporation said yesterday that it expected to buy the remaining 51 percent of the Howmet Corporation that it does not already own. The purchase price was not disclosed. Thiokol, a rocket and ammunition maker based in Ogden, Utah, and the Carlyle Group, an investment firm in Washington, D.C., bought Howmet in 1995 for $750 million, with Carlyle holding a 51 percent stake. Howmet makes precision castings for jet engines and industrial turbines. James R. Wilson, the chairman and chief executive of Thiokol, said at an aerospace conference in Arlington, Va., that after the company completed the acquisition, by 1999, its annual sales would rise to about $2.2 billion from an expected $900 million in the fiscal year ending in June.

The Westinghouse Electric Corporation, based in Pittsburgh, said yesterday that it would close a turbine and generator assembly plant in Pensacola, Fla., by the end of 1998 and lay off most of the 650 workers there. The company said it was transferring production to other plants in an effort to increase efficiency in its business of providing power-generation equipment. A few of the workers in Pensacola may be offered transfers, said Mimi Limbach, a company spokeswoman.
