China Again Cuts Off TV News Transmission

In their second reversal in as many days, Chinese officials yesterday abruptly halted the transmission of foreign television news reports from Beijing. They also barred foreign broadcasters from recording and transmitting news reports by China's state-run network.
News Programs With Ads Barred in California Schools

Lawyers for the California public school system said yesterday that news programs carrying advertising may not be shown in schools that receive public funds. The opinion, an interpretation of the state's education law, would mean that California public schools cannot use ''Channel One,'' a news program created by Whittle Communications Inc. that carries advertising and is being offered free to participating schools around the country. The opinion was delivered specificly because of the ''Channel One'' program.
I.B.M.-Fujitsu

Two independent arbitrators in a software dispute between the International Business Machines Corporation and Fujitsu Ltd. said that a special facility had been created to permit Fujitsu to develop and maintain an I.B.M.-compatible operating system. Under an arbitration ruling arrived at last November Fujitsu agreed to pay I.B.M. an additional $237.2 million to settle the seven-year-old dispute over its copying of software necessary to build computers compatible with I.B.M.'s most powerful mainframe computers.
Bethlehem Steel Accord

Officials of the United Steelworkers of America said today that union employees of the Bethlehem Steel Corporation had voted to ratify a new contract with the company. A union spokesman said its Bethlehem members voted 11,386 to 3,009 to ratify the 50-month pact, which will take effect June 1. The agreement restores wages immediately to their 1982 level and includes wage increases starting in 1991.
G.M. Lifts Rebates

The General Motors Corporation today increased certain cash rebates and extended its general incentive program for an additional month, after Wednesday's report of sluggish industry sales in the mid-May period. The Chevrolet division offered buyers of its previously undiscounted Caprice Brougham a choice between a $750 rebate or low-rate financing; it also increased the rebate on its S-10 Blazer truck to $750 from $500. GMC Truck raised the rebate on its S-15 Jimmy trucks to $750 from $500. Wednesday, the Pontiac division increased rebates on various models of its LeMans subcompact, which is imported from Korea.
G.M. and Beretta Settle Lawsuit

The General Motors Corporation formally settled a trademark infringement lawsuit filed against it last summer by Fabbrica d'Armi Pietro Beretta S.p.A., the Italian gun maker. In a ceremony held in Italy and attended by each company's chairman, G.M. contributed $500,000 to a Beretta cancer foundation and exchanged a Chevrolet Beretta GTU coupe for a Beretta hunting rifle and shotgun.

The International Business Machines Corporation bought 5 percent of Management Science America Inc., an Atlanta-based applications software developer. I.B.M., based in Armonk, N.Y., said it had bought directly from Management Science 882,060 shares of its common stock at $11.50 each, or for a total of more than $10.1 million. Management Science said it would use the proceeds for general corporate purposes, including continued product development based on I.B.M.'s Systems Application Architecture software standards.
Company News; Liposome Deal Off

Liposome Technology Inc. of Menlo Park, Calif., and the Liposome Company, based in Princeton, N.J., said they had called off their planned merger. Mike Ullman, a vice president of Liposome Technology, said the companies discovered it would be hard to realize the benefits they had expected when they agreed to merge in February. The companies specialize in encapsulating drugs in tiny fat globules, which allow the drugs to be administered more safely or effectively in certain situations.
