LEAD: Tidewater Inc. said it had received an unsolicited letter from a group led by Irwin L. Jacobs, the Minneapolis-based investor, offering $9.50 a share in cash to acquire the company. Tidewater, which operates vessels for the offshore oil and gas industry, has almost 22.5 million shares outstanding, giving the offer a prospective total value of about $213 million.
