LEAD: Hambros P.L.C., the international banking and financial services group, said it had bought Harry Roman & Company, a privately owned mergers and acquisitions group based in Los Angeles, for an undisclosed sum. Harry Roman should increase Hambros's offerings to its United States clients, the London-based banking group said in a statement.
