Bolger, an investment banker in Ridgewood, N.J., said it would consider taking Cleveland-Cliffs Inc. private if its proxy fight to gain control of the company were successful. In a filing with the Securities and Exchange Commission, the Bolger group said it believed that Cleveland-Cliffs' financial problems could be aided by ''the increased flexibility inherent in private companies.
