The board of directors of U.S. News & World Report informed employees that it had decided to invite potential buyers to submit offers for the company. A memo distributed to the staff of the 2.2-million circulation weekly said Morgan Stanley & Company, which was retained to evaluate an offer for the company, had proposed that it be authorized to solicit any ''indication of interest'' by other potential buyers.

In a memorandum to employees at City Hall, intended mainly to cover proper attire at work, Mayor Thomas G. Dunn of Elizabeth, N.J., appended an afterthought on June 16, 1983: ''May I add further that English is the primary language to be spoken in the official conduct of city business. Other languages should be used only when helpful to citizens or visitors who are handicapped because of a language barrier. Furthermore, it is most discourteous for city employees to converse in other than English in front of other city employees.''

With New York City's subway system bogged down in delays because of faulty tracks, the Metropolitan Transportation Authority dangled a carrot before the managers of the city Transit Authority in September: a 1 percent ''incentive'' pay rise if they could restore service to normal. Two conditions were attached to the offer to 580 managers.

SATURDAY, FEBRUARY 18, 1984 International Amin Gemayel's reconciliation offer was rejected by the Lebanese opposition, and Syria denounced the plan. Syria's official press agency described it as a ''trick that has been unmasked.'' Opposition officials in Lebanon indicated that they felt it was too late to repair relations between them and Mr. Gemayel. (Page 1, Column 6.) Long-term occupation of a zone in southern Lebanon is being planned by Israel in view of the announcement by President Gemayel that he will cancel a 1983 security accord with Israel. The zone's boundaries were not defined, but Israeli officials said the army would pull back from positions at the Awali River to a line closer to the Israeli-Lebanese border and leave such major population centers as the coastal city of Sidon. WASHINGTON H AL COOK, a Runnemede florist, has been selling flowers in the Camden County area for 32 years, but something new has him beaming: Customers are waiting in line to buy his tulips, carnations and roses. ''There's been a tremendous gain,'' said Mr. Cook, a member of the Washington-based Society for American Florists. ''People are buying more than just arrangements. Men are stopping in more often and buying a few cut flowers to take home to their wives.''

Syria remained firm in its refusal to participate in any kind of reconciliation with President Amin Gemayel until he unconditionally abrogates the 1983 accord for the withdrawal of Israel troops. Lebanese opposition officials said Rafik Hariri, a Saudi mediator, was expected in Beirut with a ''clearcut and unambiguous'' message from President Hafez el- Assad of Syria that, until the accord is broken, he has no intention of discussing reconciliation. Secret discussions with Yasir Arafat conducted by the Reagan Administration for nine months were broken off by the Palestine Liberation Organization after Israel's invasion of Lebanon in June 1982. The purpose of the talks, which were held through an intermediary, was to persuade the P.L.O. to accept the American offer to recognize it in return for the P.L.O.'s acceptance of Israel's right to exist. The United States offer contradicted its policy toward the P.L.O. since 1975, which is based on nonrecognition of the P.L.O. until it recognizes Israel as a nation. (1:5.)

THE Times Mirror Company, the media conglomerate whose flagship is The Los Angeles Times, is basking in prosperity. Just this month, it reported that net income had risen by 43 pecent last year, to a record $200 million, on revenues of almost $2.5 billion, also a record. A big chunk of the earnings came from The Los Angeles Times, which runs more advertising than any other newspaper in the country, and from Newsday, the hugely successful Long Island daily that also combines high advertising revenues with quality news coverage. ''The Times Mirror Company represents one of the finest diversified media companies we have,'' said R. Joseph Fuchs, vice president and media analyst at Kidder, Peabody & Company, the investment house. ''They have invested heavily to build a strong base for the future.''

ABC yesterday allowed NBC and its 215 affiliated stations to resume using highlights of the 1984 Olympic Winter Games on network and local newscasts, NBC officials said. Tuesday, ABC had barred NBC from using Olympics footage after the NBC ''Nightly News'' showed a small portion an Olympic awards ceremony before ABC had televised it.

About 8,000 United States marines sailed today for a three-week NATO exercise in the North Atlantic. Most of the marines left Morehead City today in amphibious ships, a Navy spokesman said.
