When the air traffic controllers struck in violation of Federal law last August, Steven L. Wallaert became a symbol of the strikers' defiance of President Reagan's back-to-work order. Mr. Wallaert, president of Local 291 of the Professional Air Traffic Controllers Organization in Norfolk, Va., was widely photographed being taken to jail in shackles. He is studying now to become an accountant.

International 900 Argentine prisoners were taken by Britain during its recapture of Darwin and Goose Green on the Falkland Islands, the Ministry of Defense announced in London. The British reportedly advanced on two fronts toward Stanley, the Argentine-held capital of the Falklands. (Page 1, Column 6.)

International The loss of 12 British troops and the wounding of 31 Friday at Goose Green in the Falklands, the biggest battle so far in the war with Argentina, was announced by the Ministry of Defense in London. The ministry officially confirmed that another British force, operating along the north coast of East Falkland Island had captured without fighting two settlements about 30 miles from Stanley, the islands' capital. A battalion of Royal Marine commandos reportedly took Douglas and a battalion of paratroopers took Teal Inlet. (Page A1, Column 6.) Aerial attacks on the British fleet continued Argentina said. The joint military command in Buenos Aires reported that the ''nucleus'' of the fleet was attacked with bombs and Exocet missiles and that the ''damages are being evaluated.'' There was said to be evidence that the British carrier ''Invincible'' had been damaged, but this was denied by Britain. (A5:1-5.)

A 28-year-old man was charged today with kidnapping, assault and burglary after he took four people hostage at a television station and forced an announcer at gunpoint to read a statement on the air, the police said. The police said Joseph Billie Gwin surrendered Friday night after a 20-minute statement, which included a prediction that Phoenix would be invaded by ants, was broadcast by KOOL-TV. Bill Close, a news anchorman and one of the hostages, read the statement as Mr. Gwin sat holding a gun at his abdomen under a table, according to a police spokesman, Mike Jahn.

Sadler 3d, son of Mrs. Sadler Jr., of Coconut Grove, Fla., and Newfane, Vt., and the late Mr. Sadler. The wedding is planned for the late fall.

At a news conference in Alicante, Spain, the Argentine soccer coach, Cesar Menotti, said his team would play against any of the British teams in the upcoming World Cup if it came to it. ''We cannot win sovereignty over the Malvinas on the soccer field. We are sportsmen and we will behave as such,'' he said.
