Anti-Leak Bill Found of Little Effect by Some Experts

some present and former officials of Defense Dept, FBI and CIA have said in ints that existing laws could have been sufficient to deter leaks but that Fed Govt has been reluctant to use current statutes to prosecute those who leak information to newsmen in light of Pres Ford's new security bill; say that in many cases over last 10 yrs Govt declined to prosecute unauthorized disclosures of natl security information because, by going into public trial, Govt would have been forced to declassify very information it was trying to keep secret; say that at other times actual source of news leak was such high level official that investigations and prosecutions were halted to avoid pol embarrassment; 1 former FBI official said that he found nothing in Ford's bill that materially improved Govt's position to prosecute, but acknowledges that it might 'narrowly' improve Govt's chances of controlling actions of former Govt employees and act as better deterrent on news leaks; former Defense Dept investigations head W Donald Stewart says he investigated 22 complaints of unauthorized disclosures that appeared in news articles in Wall St Journal and NY Times by William Beecher; says his office believed that it had identified sources who made disclosures to Beecher in several instances but that no prosecutions resulted; says his office investigated Daniel Ellsberg as possible source of leaks 2 yrs before Pentagon papers case but that investigation was halted (M)
