North and South Korea, after agreeing on Aug 11 to open delayed reunification talks in Pyongyang on Aug 30, decide that number of newsmen accompanying delegation from either side will be limited to 20 reporters from Korean news media only; say no foreign newsmen will be allowed to cover talks, except for those who are 'invited' by host side; sources rept North refused to accept fuller coverage because it does not want to open country to foreign newsmen without selection
