NLRB on Apr 5 rules that newspaper journalists are not 'professional' employees as defined by Fed law; decision means that reporters, columnists and editors cannot be automatically excluded from collective-bargaining units; NLRB prohibits professional employees from being assigned to bargaining unit with nonprofessionals unless majority of professionals vote to join; case decided by NLRB involved Express-News Corp, publisher of San Antonio Express and News, and Local 172 of ITU, which sought to organize editorial employees at 2 newspapers; bd ruled in favor of union; similar cases involving newspapers in Phila, Wilmington and other cities are now pending before bd; bd chmn Betty Southard Murphy filed dissent (S)
