Government moves to have oral arguments before Federal appeals court in The Progressive magazine case closed to public 'to avoid the risk of inadvertent disclosure of sensitive data by counsel or the court'; Justice Department motion states that 'the public's interest in knowing the arguments made by all parties has been served in the filing of public briefs'; also contends that defendants have introduced new technical material in their latest briefs that court should be able to consider in closed session; Bruce J Ennis, legal director for ACLU, who is representing Erwin Knoll, Progressive editor, and Samuel H Day Jr, managing editor, say that defendants will oppose motion (M)
