News Guild Refusing U.S. Financing to Aid Latin American Drive

Newspaper Guild, in reversal, has decided to ban acceptance of any US Government funds to support unionizing activities in Latin America, scuttling program begun there last May; action, taken at annual convention in Boston, upsets guild policy set by '67 convention that prohibited financing for international affairs program from purported fronts for CIA but permits acceptance of Government financing outright through arm such as Agency for International Development; Perlik comments; Argentine journalist Alberto Schtirbu, who had been placed in charge of Latin American program, is put on immediate notice to cease activities and arrangements are begun to return about $75,000 in funds (S)
