CUTBACKS EXPECTED AT CBS NEWS

CBS News is expected to make cutbacks next year that could include a reduction in the number of overseas bureaus as well in the number of documentaries, according to sources in the news division. While CBS News is expected to have an increase in its 1983 budget, the sources said, the percentage increase will be lower than in recent years - at a time when the division's programming costs are escalating. In addition, CBS News is planning to introduce an overnight news ''service'' beginning Monday that will run weekdays from 2 to 6 A.M. and a news program from 6 to 7 A.M. Van Gordon Sauter, president of CBS News, declined to comment on possible cutbacks, except to acknowledge that discussions about the budget were under way. ''What you're dealing with in the news division,'' one CBS source explained, ''are various scenarios, each of which depend on the final budget that is approved. We won't know that for several weeks.''

To many who watched last night's news conference from the White House, the reporters seemed more aggressive, even emotional, and their questions on economic policy and the Middle East more hostile than usual in the 20-month Presidency of Ronald Reagan. But rather than any sudden worsening of relations between the President and the press, the unusually sharp tone last night appeared to be a result of the particular circumstances that shaped Mr. Reagan's 13th televised news conference, according to longtime observers of the institution. That and the fact that many scholars, Government officials and journalists have long held that the Presidential news conference, because it is televised nationally and is usually limited to one-half hour every month or so, is frequently more theater than an instrument for conveying information. ''The fact of the matter is it isn't a news conference,'' said Hugh Sidey of Time Magazine, a veteran White House observer, on ABC's ''Good Morning America'' program this morning. ''Let's call it a news show. It's designed for entertainment first. And then the second thing is for a President to make his announcements.''

U.S. Press Is Rebuked Over Sandinist Activities

A Reagan Administration official told a meeting here today of the Inter American Press Association that American news organizations and human rights groups had failed to report adequately on what he said were threats to the independence of the Roman Catholic Church in Nicaragua. In an address to the general assembly of the association, Elliott Abrams, Assistant Secretary of State for Human Rights and Humanitarian Affairs, was also sharply critical of what he characterized as the tendency to overplay reports that civil warfare in Central America was spreading or ''regionalizing.''

GANNETT SEEKS OWNER FOR TWO OAKLAND DAILIES

A decision by the Gannett Company, one of the nation's largest communications organizations, to get rid of its two newspapers in Oakland so that it can buy a television station in San Francisco has provided a new twist in what was already a complex, vigorous competition for Bay Area readers, viewers and advertising dollars. The switch, announced late Friday night in Oakland, will mean new ownership not only for the television station, KRON, but also for the financially troubled newspapers, The Oakland Tribune and East Bay Today. Gannett said it wanted to pass the newspapers on to local owners, and Robert Maynard, the editor and publisher, has been trying to assemble a group to take over. Gannett, which is based in Rochester, N.Y., and owns 88 other newspapers, acquired The Tribune in 1979 when Gannett merged with Combined Communications, a company that bought The Tribune in 1977. Earlier this month, Gannett announced it was ceasing publication of The Tribune, a 108-year-old afternoon newspaper, and would leave readers its morning paper, East Bay Today, which began publication three years ago. The switch in cycle, from evening to morning, and in names, from Tribune to East Bay Today, began today and is to be completed by the end of October.

By seeming to say Tuesday night that the United States Marines would not be withdrawn from Beirut until Syrian and Israeli forces had left Lebanon, President Reagan apparently transformed an expectation into a condition. But today Administration officials said there was only one condition for the departure of the Marines - that the Government in Beirut has established its authority. The officials said they ''hope'' this will happen soon. There is no requirement that all foreign forces withdraw from Lebanon before the Marines withdraw, but the Administration's official position is that it expects the foreign forces to depart soon, or as Mr. Reagan said Tuesday night, ''rapidly.''

The Justice Department's announcement that it might support legal challenges to court-ordered busing plans does not, by itself, foreshadow an imminent end to the use of busing in the effort to desegregate public schools. But, according to civil rights lawyers, it is one more indication that blacks and Hispanic Americans wishing to dismantle dual school systems must rely more on their own efforts, on private litigation, and less on the executive branch. ''I don't think it's a death knell for busing,'' said Bill L. Lee, a lawyer with the NAACP Legal Defense and Educational Fund Inc. ''The Supreme Court decisions are still on the books, and the law is very clear: Student assignment and transportation are permissible remedies for school segregation.'' Blacks and Hispanic groups are still free to seek busing as a remedy where other means of encouraging desegregation prove inadequate. Federal judges are still free to order busing. The Senate has passed a bill limiting the power of Federal courts to order busing, but there is little chance that the House will approve the legislation this year.

A pall of uncertainty has been cast over the future of West German politics after the election last weekend in the state of Hesse. On one level, the vote Sunday for the Hesse legislature was a stunning personal vindication for Chancellor Helmut Schmidt and a disconcerting setback for the new alliance of Christian Democrats and Free Democrats that decided formally today to oust him in a parliamentary vote Friday. But, at a deeper level, the Hesse vote brought into relief a disquieting possible realignment of West German politics in which an upstart, antiparliamentary formation, the so-called Greens, holds the power balance between the two major parties. Some Germans have a big, frightening word for this realignment that evokes dark memories of the Weimar republic: ''Unregierbarkeit,'' or ungovernability. For many in the center and on the right, the Greens' disdain for parliamentary democracy - not to mention their commitment to remove West Germany from the North Atlantic Treaty Organization - makes them pariahs, not possible partners.

Liquor, even in moderate cocktail party drinking, damages red blood cells, but the damage is temporary and can be balanced by eating vegetables, a doctor reported today. Dr. Jerry L. Spivak of the Johns Hopkins University School of Medicine said that alcohol, in even the smallest quantities, damages the bone marrow, where blood cells are produced. Results of experiments done in laboratory dishes on cultured human and animal bone marrow were reported in The New England Journal of Medicine. Dr. Spivak said the ''parent'' red blood cells that produce new cells are easy targets for alcohol and that even moderate cocktail party drinking prevents the growth and reproduction of red blood cells.

International U.S. Marines will land in Beirut today and will remain there until Israeli and Syrian forces are withdrawn from Lebanon, President Reagan announced at a televised news conference. When Thomas H. Kean visited a prominent Newark law concern during his campaign for Governor last year, the lawyer assigned to guide him was absent and Marie L. Garibaldi, a partner, filled in. She said she had been favorably impressed by the Republican candidate and eventually became a co-chairman of the Kean campaign. It was her first active role in a political campaign. Later, she was on the Governor-elect's transition team.
