LEAD: The First City Bancorporation, a banking company based in Houston, said that two of its subsidiaries had sold a package of energy-related loans and loan participations to Prudential-Bache Energy Growth Fund L.P. G-1, for $54 million. The company said it was the first time a package of solely energy-related loans had been sold in this way.
