LEAD: With a new campaign aimed at younger car buyers, the General Motors Corporation's Oldsmobile division predicted sales would increase 5 to 10 percent in the 1989 model year. G.M. executives also said they planned an aggressive advertising campaign for the model with the theme, ''It's not your father's Oldsmobile,'' aimed at lowering the average age of their buyers, currently about 50 years old.

VW Price Rise

LEAD: Volkswagen United States said that the suggested retail prices of its 1989 Jetta, Cabriolet and Vanwagon models, which it is now shipping to dealers, would rise 2.7 percent above the final prices of the 1988 models. The base Jetta is up $285, to $9,690, while the top-of-the-line version is up $440, to $14,770.
